HEB Construction automates tender CVs with Boomi AI

HEB Construction has automated part of its tender process with Boomi software that creates project-specific CVs and biographies from a central employee information record.

The New Zealand construction company had been managing resumes and bios across multiple sites, folders, and drives, with several versions of the same documents in circulation. As a result, tender teams spent hours assembling tailored profiles for bids, especially when deadlines were tight.

To address this, HEB built two AI agents on Boomi's platform. One, known internally as Shredder, runs in the background to break down CVs into structured data linked to employee records. A second, called Bob, uses that information through a chat interface to generate a tailored CV or short biography for tender submissions.

The work has created a single source of truth for employee profiles used in proposals. Staff now start with standardised information instead of manually gathering details from scattered documents.

HEB, part of VINCI Construction Group, works on civil engineering projects across New Zealand. In that market, public and private sector tenders often require detailed, project-specific information on the experience and background of proposed team members.

Before the change, the business held a large volume of workforce information in unstructured documents. That increased the risk of delays and inconsistencies when bid teams had to prepare proposal material quickly.

Annette Rangi, Head of Digital Transformation at HEB Construction, said the company was looking for a system that would improve consistency and reduce manual work.

"We were looking for an enterprise solution that could provide supportability, reliability, and data consistency needed to improve up time across our business," Rangi said.

The approach also reflects a broader push by companies to organise internal data before applying AI tools to operational tasks. In HEB's case, the focus was first on identifying relevant information in existing records, extracting it, and storing it in a more structured format.

Rangi said data quality was central to the project.

"Most organisations have large amounts of data, but what's important is activating the data and making it available for users," she said. "When the data available to the businesses has a high level of integrity, people can focus on the things that really matter."

People and process

HEB framed the work as an effort to make staff knowledge easier to access rather than as a stand-alone technology project. The value lies in drawing on experience already held across its workforce and making that information usable for bid teams.

"This is not really a story about technology, it is a story about our people, their knowledge and how we can make that knowledge more accessible and useful. Technology simply helps us unlock the value that already exists within our organisation," Rangi said.

She also described the breadth of the platform's use across the business.

"We often describe Boomi as everything connecting 'payroll to potholes'," Rangi said.

HEB said the new process has cut the time needed to prepare project-specific CVs and bios by hours for each proposal. It also said drafts are now more consistent, leaving staff more time to focus on proposal quality and tender management rather than document assembly.

Medcen Fatuloa, Integration Engineer at HEB Construction, said the previous process relied on information that was available but hard to use.

"Before we implemented Boomi, teams would spend hours going through our documents and CVs. The information existed, but it was locked inside documents, and often difficult to reuse efficiently," Fatuloa said.

He said those records matter because they reflect the expertise of the company's workforce.

"The information is valuable because it represents the knowledge and experience of our people at HEB Construction. The better we can access it and reuse it, the more value we can create for our teams and our customers," he said.
